(Last week this series focused the laws being enacted which would make it much easier for the executive branch and the pentagon to carry out martial law in the United States. This week we will look into the policing apparatus and infrastructure being set up to implement it; and the following week we will look at possible scenarios that the government will use to initiate martial law.)
PLANNING AND MANAGING MARTIAL LAW
The Federal Emergency Management Agency (FEMA), now part of the Department of Homeland Security, has up until Katrina been viewed by most Americans in a positive light as it was the agency that could get vital services and money to people when they were in desperate need after a major natural disaster.
However, most people are not aware that FEMA's executive orders provide the blueprint for carrying out martial law. FEMA's executive orders, when initiated, gives it the power to suspend laws, move entire populations, arrest and detain citizens and hold them without trial, seize property, food supplies and transportation systems. Not only is it the most powerful entity in the United States but it can suspend the Constitution and the Bill of Rights with the president's pen stroke. (see www.sonic.net/sentinel/gvcon6.html)
One would think that FEMA would be the go-to agency for all national disaster planning, however, after September 11, 2001, the Department of Defense initiated a more direct role in emergency response measures by implementing a plan for domestic U.S. military operations by creating a the U.S. Northern Command (CINC-NORTHCOM) for the continental United States.
Here is Peter Dale Scott on NORTHCOM:
"The NORTHCOM commander, Defense Secretary Donald Rumsfeld, is responsible for "homeland defense and also serves as head of the North American Aerospace Defense Command (NORAD).... He will command U.S. forces that operate within the United States in support of civil authorities. The command will provide civil support not only in response to attacks, but for natural disasters."(Northcom's commander today is Ralph Eberhart who during 9/11 headed NORAD. In such capacity he either failed miserably or did what was exactly expected of him which is the more likely rationale as he was rewarded with NORTHCOM's command.)
Another aspect of NORTHCOM's mandate is to create a multimillion program for detention facilities that will greatly increase NORTHCOM's ability to respond to any domestic disorders.
And, this brings us to Halliburton "detention facilities."
DETENTION FACILITIES (A.K.A. CONCENTRATION CAMPS)
Last year, Halliburton subsidiary Kellogg, Brown and Root, received a $385 million contract from the Department of Homeland Security to provide “temporary detention and processing capabilities.”
The contract -- announced Jan. 24, 2006 -- calls for preparing for “an emergency influx of immigrants, or to support the rapid development of new programs” in the event of other emergencies, such as “a natural disaster.” The press release offered no details about where these facilities were to be built, or when.
Now, the idea that there is going to be massive influx of immigrants suddenly flooding into the United States is highly doubtful; they will most likely trickle in like they have always done for minimum wage jobs. It is much more likely that these camps will be built for these other "new programs", and since the DoD has not given us any specifics as to what these new programs are, we can only make educated guesses. I think Daniel Ellsberg, who brought us the Pentagon Papers which documented the lies that got us into Vietnam, is as good as anyone to make an educated guess. Here is what he says:
"Almost certainly this is preparation for a roundup after the next 9/11 for Mid-Easterners, Muslims and possibly dissenters, They've already done this on a smaller scale, with the 'special registration' detentions of immigrant men from Muslim countries, and with Guantanamo."(FEMA also manages world-war II era camps for just such a contingency. www.abovetopsecret.com/pages/camps.html)
FENCES TO KEEP US IN, NOT IMMIGRANTS OUT
Now, think about this for a minute. While the Minutemen are screaming for tougher border controls by the federal government to keep these "illegals" out of the country, the government responds by using their outrage and rationale to hide its real agenda of building fences TO KEEP US IN -- a perfect example of the Hegelian dialectic at work. If you are unfamiliar with this dialectic, it goes something like this: first, create a PROBLEM (Minutemen and citizens call for the government to stop illegal immigration); second, REACT to the problem (congress passes laws to curb immigrants and gives contracts to firms to carry out the mandate); and, third, create a SOLUTION (build fences with surveillance cameras on the border).
Now, if the Minutemen aren't a creation of a government psyop's agency than they are just plain dupes who are being used by them. It is not the Mexicans or Guatemalans that the Minutemen should be worried about, but their own government. It is their government that is going to be responsible for the destruction of 'their way of life'.
You can dispute this theory if you wish, but if you know anything about North American Union, passed quietly in 2005, you will know that keeping immigrants out is the last thing this government is worried about.
The North American Union was passed without debate by the citizenry of the United States, or even congress for that matter. It destroys the sovereignty of this country and replaces it with an E.U. like regional power. Think Orwell's 1984 'Oceania' for a comparison. The North America Union is an open border agreement between Mexico, Canada and the United States, and allows freight from Mexico and Canada to travel unhampered in the U.S. The scariest part about this agreement is that now Mexican and Canadian troops can come over into the United States for policing duties should an emergency be declared. Bush is "pursuing a globalist agenda to create a North American Union, effectively erasing our borders with both Mexico and Canada," which, Corsi wrote, is "the hidden agenda behind the Bush administration's true open borders policy."
Remember, Daddy Bush and Jr. are globalists. Bush Sr. spoke glowingly of a New World Order in which he praised a world "in which a credible United Nations can use its peacekeeping roles to fulfull the promises of its founders." Both Bushes hold no allegiance to the United States of America; however, they will use United States resources in both terms of money and bodies to fulfill they goal of world government. So, who will enforce the globalists' dreams of a New World Order?
PRIVATE MERCENARIES AND FOREIGN TROOPS TO DO THE DIRTY WORK
Even though the feds have contingency plans to federalize the National Guard to be deployed in any state in case of an emergency (see the John Warner Defense Authorization Act), there is no guarantee that U.S. troops are going to be good soldiers and just do as they're told (especially after they have been abused for so long by lengthy deployments and the "stop loss" policy in Iraq and Afghanistan). Plus, there is less likelihood that U.S. troops are going to knock down their fellow U.S. citizen's doors and ship them off to concentration camps. For this reason the pentagon has for years been having joint exercises with troops from other countries under the pretext of U.N./NATO exercises. Also, the pentagon has been using private military contractors an an increasingly rapid rate. Today in Iraq there is a 1 to 1 ratio between U.S. troops and contractors.
On a domestic level, the largest mercenary company in the country, Blackwater, has had its executives meet with state governors to be the mercenaries of choice in the case of a natural or unnatural disaster (see www.democracynow.org/article.pl?sid=07/04/19/1349211). They recently got their permit approved for building an 824-acre training facility in Potrero, California. (Google "Blackwater and Katrina" to see how our government compounds one horrible disaster with another.)
With significant laws like the National Security Presidential Directive 51 and the John Warner Defense Authorization Act now passed (see Part 1 of this series), and with the enforcement and infrastructure apparatus for martial law now in place, the American people are just one disaster away from martial law.
